Yes it is. One of the main reason health care costs are so high is all of the needlessly unhealthy people.

If you want to spend less money nationally on health care costs, whether that's through health insurance premiums/cost sharing, or Medicare/Medicaid taxes, getting people to make healthier decisions is a good way to do that. Just be aware that it's a long term solution whose results won't be apparent right away.
