Before they turn 18 and vote, it's pretty much limited to knocking on doors and phone banking for candidates - I did so for I believe at least four campaigns before I turned 18-- write letters to the editor and/or legislators or Executives in government, show up for public meetings like at school boards, and protest in marches and the like. Oh, I also don't think there's any prohibition on people under 18 contributing money to candidates, so yes even most teenagers could afford a $20 or $50 contribution if they really support a candidate.
