More likely (but still not "likely") is O'Malley foresaw Mikulski's probable retirement and used a long shot pres bid as a way of increasing his stature and drawing at least non-nominal support form the Hillary camp in order to help clear a deep Democratic field for the seat.

Again, not likely per se, but much moreso than the OP's theory.
