Prior to 1988, Bush Sr.'s electoral experience was winning a wealthy Republican congressional district in Texas twice, losing two Senate races in Texas, losing the 1980 Republican presidential primaries to Reagan, and being Ronald Reagan's understated running mate. He only won the Presidency in 1988 because he was Reagan's VP and Dukakis was a terrible challenger.

HW was more of a mainstream conservative, further right than his father Prescott but not as far right as Newt Gingrich's Contract Republicans (or indeed, his two sons).

HW was not a good political campaigner or politician in general. He was more of a bureaucrat, as evidenced by his career before 1980.
