In this scenario, Democrats would have won the Electoral College in 2000 (and come within 7 EV of victory in 2004). Historically, VA was a solidly republican state, but that republican edge would be easily overcome by the commanding dem margins of MD and DC. That said, since VA is trending democrat, if this were implemented in the future it would hurt democrats more than it helps them, due to EV loss.
