The situation in the south has convinced me that while the South runs amok there can be no Peace.
For the time being I authorize the formation of an Army of Socialists. Southerners will be allowed to join to should they pledge loyalty to the National Government.
We will work both in conjunction with the Fremont and Lincoln armies as well as in Independent operations.
I will personally lead this army to help resolve our current crisis.
