What so marks Orwellian practice? Using words in such ways that the words themselves become lies, as was the norm in Nazi Germany and Stalin's Soviet Union. Thus in Hitlerland, the words "special treatment" which ordinarily means exemption from hostile or exploitative policies meant in practice (if applied to Jews) to prompt murder. "Ten years without right of correspondence", a typical sentence  following a conviction in the Moscow purge trials, usually ended with the convict quickly executed. In Mao's China, "let a hundred flowers bloom" suggested a relaxation of a climate of censorship, only to result in those making such an interpretation to expose themselves to be killed.

COVID restrictions also applied to Easter, 75th anniversary celebrations of the end of World War II, the Fourth of July, Labor Day, and (ideally) Halloween.
