No. Obama simply undid the damage to the extent possible. He did not need to mention his predecessor when so doing.
What could Dubya do? He was extremely unpopular by 2009, practically becoming a recluse. Nobody asked him for expertise. He did not campaign for people while President.
Except that President Obama dares not undercut the foreign policy of President Trump, he still has far more credibility. Except that the current President demonizes him (someone more competent would recognize his merits as President because those are well known) he can do much damage to President Trump -- like campaigning for Democrats who might be in electoral trouble. He can make speeches that remind us of what a good President is.
A different Republican (Kasich? Romney? Jeb Bush?) might see him useful in foreign policy. He has cozy relations with the military and the intelligence services.
