They are not free-riders but I think that people who dislike their choices should vote but in a way that shows their dissatisfaction.1

1 e.g. spoiling one's ballot or doing a write-in vote (in a jurisdiction where that will be counted) or else voting for a third-party/Independent candidate as a protest vote (who is on the ballot or who will have his/her votes counted [as an "official" write-in candidate where required])
Not voting is technically still a political statement, albeit the laziest one possible :/
