Sen. Whitaker proposed a map on September 15. It's not that different from Sen. Speaks' plan, outside of the following:

AR-01 takes in Van Buren County and Newton County
AR-03 takes in Madison County
AR-04 takes in Arkansas County, Chicot County, and Desha County



The partisan numbers are as follows:
AR-01: Trump +44.9
AR-02: Trump +7.7
AR-03: Trump +24
AR-04: Trump +36.2

This map was passed by both chambers today. It is likely to be the final map, despite splitting Pulaski twice.



If it is the final map, these are how the districts would've voted in 2020:

AR-01: R+40.9 (+0.3 more D from old lines)
AR-02: R+12.8 (+4.0 more R from old lines)
AR-03: R+23.4 (+3.3 more D from old lines)
AR-04: R+35.7 (+2.4 more D from old lines)

SB743 (the final map) has been delivered to the governor for signature. It will definitely pass.

Well this is a strange and interesting turn of events.
So what is the most likely outcome? If this map gets challenged (I'm sure it will), and it needs to be redrawn, I would guess a least-change that doesn't split Pulaski will be the result?
