Overall has centrist instincts but can swing both ways from that depending on the issue. The descriptions of "Phil" above give me a headache. I finally was motivated to look up what "based" meant. However clever the term might be, he is not that way and is subject to persuasion. He has a judicial temperament, and is leery of grand unified political theories.

I more pithy description would be I am not really sure. When unsure, I just type out more words. It is one of my many character flaws, for which I have forgiven myself.

The definition of a neoconservative turned into a moderate, liberal leaning, neoliberal.
