No? What makes you think that? It's merely a written proposal drawn up by the government for a new law, that is still to be brought to the Bundestag so that it can be discussed.

Huh? Is that supposed to be a pun I don't get?

Well it’s a freedom of expression bill and it’s giving people the freedom to change their name/gender/identity, so in that regard, it’s indisputably a freedom bill.
