No, it's gone for the GOP, especially if Trump runs. If someone mainstream like Haley runs, she may have a small chance of flipping it back to the GOP, but Trump will definitely lose. NE-02 voted for Biden by 6%. Any generic Republican would be very hard-pressed to flip it. With Trump, it will definitely vote blue and the Democratic margin may well expand. However, Ferguson97 is right, that the GOP could renumber the Omaha district and make it NE-01 or NE-03. Or, worse, they could gerrymander Omaha and split it into two districts to dilute its power and keep all 5 of NE's electoral votes in the GOP column.
