Perot manages to win some states, and wins enough to hang the Electoral College. However Bush wins the popular vote.
Who does the Democratic Congress pick?
(Inspired by a President Forever game of mine. I've yet to be able to win as Perot though.)
This happened in Mississippi in 1999. If the election went into the House, I would imagine that it would be a down the line party vote. In 1992, Democrats controlled both houses and so Clinton would have become President, just like Ronnie became governor back in '99
