I think more definite benefits need to be gained from this kind of meeting. We need to let these nations know that we are actually expecting to solve these issues, not simply discuss them in hopes of future talks. I would hate for this to turn into another Annapolis meeting.

I don't understand the abstentions. If you supported the bill before than why don't you all support it now? A veto shouldn't change anything.

I don't necessarily support it, and I think it could be much better, but I think the sudden switch from Aye to Abstain was a strange maneuver.
