If I have learned anything from the recent turmoil in the Northeast, it is that regional governments, meant primarily as a resource for the orientation of newer players, can fall into inactivity without some type of guidance or prodding from veterans of the game.

This legislation has two effects: It will galvanize the regional populace to hold their legislators accountable, as failure to act may lead to loss of funds, while ensuring that the federal government has an incentive to remain aware of activity on the regional level. Too often do the officers of the federal government forget about their roots in the regions.

And in terms of "game play," as opposed to my focus on game reform, this is a fiscally responsible policy, ensuring that funds are only disbursed when a proper plan exists to spend them.

I would just add that in my haste, I neglected to include a clause that allows the Senate to determine that the spending plan is inappropriate (such as if, say, a region opted to burn all the cash in a public gathering instead of spending it appropriately). Perhaps NCY could offer an amendment as Clause 3 (with Clause 3 renumbered 4), stating (feel free to reword it):

I am a little worried that this may be impractical

Senators have 24 hours to change their votes.



The point is that it will force the federal government (both senators and the executive) to actually care about what goes on in the regions. If regions are going through major issues of inactivity, it will actually have an effect under this law.

I would advise that the regions be made aware of this legislation upon passage so that they know what will be expected of them.
