For this and future legislation, I ask that the Senate consider clauses that place the implementation of legislation under the auspices of an executive office.

I am more than happy to devote administration resources to improve this legislation along the lines that I laid out in the veto announcement, namely long-term reductions in spending and tighter language to avoid loopholes and legal fraud.

My concerns are pretty easy to address. My problem is not with the principle of the legislation itself, but with the process, which I believe did not sufficiently improve the bill from its original form.
