Agreeing with DWTL, I don't think this would do anything to defeat strategic registering, which is one of the main objectives. Basically, the regional seats vanish and the Governor's become even more powerful, making it an even more powerful position that the regional seats were.

So making the regional representation more powerful is an issue to the regionalist party?
