LBJ had higher highs and lower lows, although Wilson's achievements (e.g. abolishing capital punishment) are also notable and his wrongdoings (e.g. starting Operation Banner) odious. This is a tough decision, but I think I'll slightly favor Wilson since he didn't get involved in Vietnam and was much better at managing public opinion.

Obviously that was a good thing done in Wilson's tenure, but was it really him? After all it was a free vote, and depended largely on the opinions of individual MPs - there were a lot of Tory abolitionists.

I'm not terribly familiar with the history, maybe Roy Jenkins played a large role. Perhaps you could fill in the gaps in my knowledge.
