I do agree with RowanBrandon about both parties having a "floor" but I think 45% is a bit too high.  I would say their floor is at around 35-40%.
That doesn't mean a candidate can't win by 12% or more though?  How could that happen?  If Obama for example is very popular and will most definitely win, the turn out might be so low that the difference between the two parties could increase.
