Actually, that's not a disqualification.
If someone is traveling over Canadian airspace for example the baby becomes a Canadian citizen. Because the parents are American the child can become an American citizen very easily, but won't be born in America technically.
That actually happened a couple of days ago. A pregnant woman from Uganda was coming to the United States. She gave birth on the plane while the plane was above Canada and her child became a Canadian citizen.
