He ran the most competent state exchange in ObamaCare.

I like the idea of having a Democrat from a red state give the response, but Beshear is retired.  I am not sure how much this could help the Democratic party in 2018.

Do you really think voters in almost 2 years from now will base their decisions over the choice of the Democratic response to this speech?

No but it could help raise the profile of a Democrat in a red state.  Someone like Kander if he was running for office in 2018, or Beto O'Rourke if the Democrats are serious about challenging Cruz.
