Dear Congress, please impeach ASAP.

Dear VP and Cabinet, please invoke the 25th ASAP.

There should not be any other response to the "President of the United States" is behaving like a B-movie villain dictator.

Not really on topic, but would his own party really impeach him?

As I understand, the Senate does the impeaching, but I don't really know the process that well.

Impeachment is what the House does. The Senate does the process of actually removing him from office.

To add details: the House impeaches by majority vote, and the Senate then votes on removal, which requires 2/3 in favor.

I don't even know what exactly he's referring to (apparently, someone must have made such a proposal?), but it seems a bit callous that he expects the citizens of New York to defend themselves against storms with their own mops and buckets alone.

But maybe he just wanted to mock the New Yorkers with that last sentence, considering that they never had voted and never would vote for him and that he has moved his place of residence to Florida already.

It's probably referring to this NYT article from yesterday that discusses options the Army Corp of Engineers is studying to protect the NYC area.  The largest option is a 6-mile sea wall with an estimated cost of $119 billion.
