In fairness reversed legislature sizes, while rare, are not unheard of.

No. I am fairly sure the UK House of Lords is the only example in the world (among national parliaments).
And of course the UK House of Lords is not fixedly larger than the House of Commons. It just so happens that
right now there are enough life peers to bring the total over the size of the Commons.
