In recent history, Kenedy County Texas was a Romney-Clinton-Trump county. This county has the longest current losing streak in Texas.

Kenedy seems like a pretty weird county in general politically.

It is a very small county with a tiny population. It's politics can fluctuate pretty rapidly.
