No, but R state supreme courts could in places like IL if Rs flip the court. Even if you can make rulings favorable to one side, you can't abolish the VRA but then say it only applies to R states or only eliminate the AZ Commission while keeping everything else in palce.

Either both sides get to gerrymander or they don't

Both sides have to follow the VRA or they don't
