I was going to vote "Yes", but what if the work is being outsourced to a place/situation with ridiculous conditions (say, sweatshop conditions)?
Well, couldn't we create international law? The free market will force businesses to relocate to the places of their competitors if their competitors are making money. And regardless of what U.S. law says.
Maybe if the federal govt made it illegal to trade with nations that don't pass some basic "freedom" tests?
That would be the most logical solution. Though there would be a perpetual debate as to what those basic freedoms should be. Regardless, in such a situation companies wouldn't necessarily be allowed to outsource jobs "as they wish". Which is why I was hesitant to vote "yes".
