The question atop the poll asks who was the greatest of the 20th century, and the question you pose in the first post is which one was greater. 

If it's the first question, I'd say neither, not by a long shot.  I think TR and FDR enjoy these honors.

If it's the second question, to be honest, I'd have to think about it; it's a close call.  I'd probably say Reagan in the end, less because I agreed with his decisions more often (which I didn't) than because the historical impact and consequence of his presidency were in the long run greater than Clinton's.
