I found this in the Forum Consititution thread. The original constitution stated that it had to be 10 days, but this amendment made it 7. So I will be eligible to vote by this weekend's election.
That only relates to candidates.
Blerpiez may be correct to assert that Regions need not follow Federal rules in its elections since Article IV gives great latitude in this regard: "Members from within their regions shall have total control of how Gubernatorial elections shall be administered within their own regions". Whether this overrides the voter registration limit is unclear and unruled upon; I don't know whether the Mideast has a rule to the contrary, but I don't think so.
