The issue with Perry is would the country want another Texas Governor as President just 4 years after the last one? I don't think the country would want that.
I don't think that will be a key factor. I mean, it looks like Jeb Bush would have a fairly good shot at defeating Obama. If someone named Bush could beat him, I think someone from Texas could as well.

Jeb isn't going to be President. For the last 22 years, all Republican Presidents have been named Bush. An entire generation of Republican politicians have grown under the Bushes. It's likely thought it's time someone else had a chance.
Probably not, because he's not going to run. However, if he did chose to run, I think he'd instantly be a frontrunner for the nomination, and would pose a serious threat to Obama.
