Obtaining a Gender Recognition Certificate will remain a serious and lifelong commitment. Trans people will still make a statutory declaration to this effect and people will still be subject to criminal proceedings for lying or making false applications.
Section 8S also provides a structure for dealing with individuals found to have obtained a GRC fraudulently. For example, if you have a male coworker that uses the ladies' room because he obtained a GRC, and you have proof that this individual is not living life "as a woman", the GRC can be rescinded.
All this bill really does is simplify the process for people who can't afford or aren't fully ready to commit to significant medical procedures but are transgender nonetheless.
Given how numerically insignificant the transgender population is, and how even more numerically insignificant the malicious transgender imposter population is, this is quite the wrong hill to die on.
