Speaker Blair, this bill is something that deserves serious consideration.

One thing, I would like to ensure that the committee of experts is not biased or plays no favoritism to any particular applicant or group of applicants.

Do you have any mechanism to assure that this would not happen?

If so, I would certainly support this bill.

I am always wary of experts or a council of experts.

It is much like experts in a certain field who are called to testify in court.

One expert in that field testifies for the defense, the other expert in that same field testifies for the prosecution, and they have completely opposite opinions on the same subject.
