Cheney was actually a very wise governing choice, which is why Bush picked him. 

He obviously was not picked to help shore up support in the mountain states.  Bush had these wrapped up.

Cheney is a top notch administrator and manager.  As has been mentioned, he is experienced in foreign affairs and defence matters.

He was seen by voters as a heavyweight political candidate, and a man of substance.
