SirNick and Thomas, thank you for your comments.

Thank  you as well for being willing to sponsor these bills for me.  However, my term as a Northeast Representative begins tomorrow, December 18, 2014, so I will not be requiring a sponsor.

I am hopeful, that we as an Assembly of the people, will be able to work together in repealing or amending these bills, at least to the extent possible where we can work together on them.

I suppose the Speaker can be liberal in applying the rules here, but you are not yet a Representative, Winfield, and at the moment only have the right to introduce bills as a citizen. I suppose the new Speaker could be lenient enough to allow you keep the bills introduced once you take office, but there's certainly nothing in the SOAP to require that.

Then I could withdraw the bills I have introduced as a citizen and re-introduce them on Thursday, December 18, 2014 which is when I will take office as a Representative.

On the other hand, SirNick was the first to offer to sponsor these bills in my behalf, so I could go that route.

Therefore, I would like to accept SirNick's kind offer to introduce these bills in my behalf.  Thank you SirNick.

Far be it from me to upset the SOAP.

Governor, in behalf of former Representative cinyc,  I wish to present the following bill, in order to clarify and address any potential problems with the bill.

No region has the power to ban someone from voting in regional elections.  IIRC, there is an old court case that invalidated the South's attempt to create different requirements to vote in regional elections than the federal elections.  Plus, I think Section 1 is far too vague.

Fix to the Criminalization of Blackmail Act

Section 1: Definition of Blackmail

The following actions shall be considered blackmail, a felony in the Northeast:
1A. Any public official's abuse of power vested by the Northeast Constitution or the SOAP to attain, retract, or solicit an endorsement, a political position, or nomination for an election in the Northeast shall be prosecuted under the crime of blackmail by the Chief Judicial Officer of the Northeast.
2B. Any threat or statement, in public or in private, made to alter the course or hinder the debate of a piece of legislation based on the outcome of an endorsement, appointment, or nomination shall be prosecuted under the crime of blackmail by the Chief Judicial Officer of the Northeast.

Section 2: Punishment for Blackmail

Upon conviction after a fair and impartial trial, sentencing of the crime of blackmail shall be by the Chief Judicial Officer of the Northeast; he may, use any combination of the following as punishment, depending upon the severity of the offense, impose a penalty of

1. Up to a one year ban from voting in any Northeastern regional elections.
1. Up to two years ban from holding any office in the Northeast. at any level of government.

Care For Those In Need Act

Section 1

The Northeast government shall ensure that the Northeast Region has adequate

Community kitchens
Homeless shelters
Women's shelters

to provide the necessary aid for those in need of these services.

Community kitchens shall be provided for those who have fallen on hard times and who require meals provided for a time.  

Homeless shelters shall be provided for those who fall on hard times and who require refuge for a time.  

Women's shelters shall provide temporary refuge and support for women escaping violent or abusive situations, such as rape and domestic violence.  It is recognized that if the woman has young children, that they shall likely be with her at the shelter, and shall as well be provided refuge and support at the shelter.

Section 2

The Northeast government shall provide an initial budget of $150,000,000 for these programs.

Northeast Distracted Drivers Act

The following activities shall be illegal when operating a motor vehicle anywhere in the Northeast Region

Talking on a hand-held cell phone
Texting/e-mailing
Using electronic devices like laptop computers, tablets, iPads, video games, cameras, video
entertainment displays and programming portable audio players (e.g., mp3 players)
Manually entering information on GPS units
Reading printed material like a book or a magazine
Writing, printing or sketching
Personal grooming like combing your hair, applying makeup or brushing your teeth
Using a 2-way radio or what is commonly referred to as a CB (Citizen’s Band) radio, with exceptions as follows:

Drivers will only be able to use CB radios if they are operating pilot vehicles and must maintain contact with another vehicle; they are using the radio to contact their employer where the employee is required to maintain radio contact; to participate in a search, rescue or emergency situation; or when the CB is operable in hands-free mode.

First offence $200.00 fine
Second offence $400.00 fine and 5 demerit points
Third offence $600.00 fine and 10 demerit points
Fourth offence $800.00 fine and suspension of drivers license

Conviction of a fourth offence shall also result in mandatory attendance at a safe driving course sponsored by the government of the Northeast.

The Remeber Freedom of Speech Act
1. The Assembly hereby reminds any establishment in the Northeast that we support any individuals right to speak their mind freely.
2. All safe zones from freedom of speech is hereby banned.

This is one of the stupidest things I have ever read on this forum, and there have been plenty.

Speaking your mind freely and going to the point of threatening the lives of others, are quite different.  You make no provision in this ridiculous bill to make it illegal to, for example, threatening someone's life, and saying you are simply are expressing your freedom of speech.

Safe zones from freedom of speech are hereby banned?  What are you even talking about?  Since when can the government legislate or dictate or police what people say in private?

No wonder this forum is suffering an activity problem.  With stupid legislation such as this nonsense even making it to the point of being proposed I do not wonder why people do not want to participate.

Cut  this stupidity and get on with matters that at least have a tiny bit of sense to them.

I already withdrew it for a rewrite, but name calling is a very adult thing to do. People make mistakes, obviously I didn't think on this bill enough. A simple "hey, this is what's wrong with this bill" would've been enough. It's not the stupidity of people that's slowing down activity, it's people jumping up to accuse people of being stupid when they make mistakes that is slowing it down.

You, sir, are contributing to the fall of this game. Instead of attacking people, try recognizing that we are all human, and help people when thy make mistakes.

If you read  what I said, you will see clearly that I was referring to this proposal as stupid and to this proposal as stupidity, not to you or to any other individual.

So please, read carefully before you react.
