There can't be a CJO.  That is barred by the Fourth Atlasian Constitution.  All regional judicial power is vested in an Associate Justice of the Atlasian Supreme Court.  You can have someone to run elections, though.

As a technical matter, the Atlasian Proportional Representation Act (F.L. 21-2) no longer exists, so you can't refer to it in Article I, Section 4, Clause iv.  I don't know what mechanism can be used to define PR-STV in its absence until the Congress or the Fremont Assembly passes a law defining it.  I suppose you could say the former Atlasian Proportional Representation Act or something of the like.
