Just trying to understand the two full terms. It means for example if someone becomes Governor in a special election, that person can still run and hold Governor's office for the duration of the two full terms of the general election.
The thing I've been trying to figure out is how to handle specials. What I'd like to do is find a way to limit people who were appointed early in a term and won a special election (like myself) from being governor for 11 months.
I think the proposed text would allow anyone who serves a partial term to be elected twice thereafter, regardless of when the partial term starts.
