We used to have these in the periods between 2008 and 2013 when active deregistration was not allowed (the only way off the rolls was to fall off from missing elections).
Deregistration was brought back and these were abolished, because they are impractical and nearly impossible to enforce.
Some problems:
1. The DoJ does not have the ability to enforce a monetary fine on players
2. This would require trial and conviction (not an easy process as has been demonstrated)
3. This is NPC tier punishment for a player violation.
4. The only real penalties for players are office and voting ban in this game.
5. This seems to only affect Atlas PMs.
