The Federal Government has a responsibility to the regions not to strangle them to death, this provision is both a safety valve and a warning.
I have opposed every secessionist effort since I joined, but nothing historically or in game produces extremism in one direction, more than extremism in the other. Their must be the threat of consequences for centralist excess.
