Technically do you can do whatever you want in the Senate, as long as no one objects.

The process for waiving the rules is the same as amendment passage, 24 hours for objections.

That said, some things it does become a little chaotic especially for instance if someone randomly starts a vote and then doesn't PM/DM anyway about it like I do whenever I do an update.
