I certainly think we can do something about mental health in schools and we should. To achieve that and achieve desirable results though, it has to effective, it has to be practical and of course it has to be constitutional.


I'm inclined to agree with Mr. Reactionary here - where is the constitutional authority for the federal government to mandate medical tests?

Interestingly the old Constitution had this rather bizarre - and oft-abused - clause which is notably absent in our current iteration:

The reason by the amendment is based off of the point the Mr. R made, not all of this equipment has a life span of five years. Some of it is shorter, some of it is much longer and going further this constitutes an unfunded mandate on the LEAs (Local Education Authorities).

In fact the whole section probably needs a substantial rewrite now that I think about it.

At least replace the H11:12 with "amendment offered"  in the top quote box and then remove the vote instructions at the bottom.

So, basically, reversing the previous amendment?

Well assuming I pieced together what he was offering correctly and then formatted it so the amendment is reflective of a change to the current text, not the previous. It basically changes from replaced every five years to inspected every five years compared to the previous text. Since that clause was removed, the whole cause is now bolded since it is no longer in the current text.
