A good question to ask of the political establishment in the state of Illinois. I'm sure that we all have our theories.
It's almost as if there was a notable politician from there who greatly took advantage of said laws, and was able to crush any reform to those laws.
Considering that is basically how he made his money, it doesn't surprise me.
