Once the mods kept Adam's ban in place (limited in length), as opposed to immediate reinstatement upon "full review of the facts/issues at hand", it changed completely Adam's situation regarding Atlasian law. His ban was not an accident like mine, nor a result of mistaken information/rush to judgement like back in June. The mods fully desired and intended for Adam to be banned to punish him for a TOS violation, in their view and it is their view that Atlasian law operates from, and it is brutally clear. Neither precedent nor my recently passed act covered Adam because their was nothing accidental or mistaken conceded to by the Mods. The law I passed was designed to delay and provide protection for those cases so the in game impacts were mitigated (NE Assembly in June comes to mind). We expected Adam to be cleared and the bill was being debated and passed whilst he was still in limbo. The two-week temp ban was something of a surprise, and just enough to scramble Atlasia, though obviously that is not the mods concerns nor should it be.

As far as the law is concerned intent matters little, but in terms of justfying this pardon it is hard to argue that Adam did what he did (acting as RG) for any other reason than for the good of the game (though his actions back in August provoking this whole fiasco are quite the contrary considering how important a figure he is and the potential consequences) and therefore I approve of the President's actions here.
