I agree with bore and Cranberry on the constitutionality. It would still need a sponsor to actually be legislation considered on the floor.

Under the old rules, the effecto f Windjammer's amendment would be to leave the present rules contained in the stricken section in effect as it stuff not referenced in a text would not be changed. I don't know if that is still the case or not.

MY assumption is he is removing it from this text so that it will remain unaltered in the same form it is in prior to the passage of this rules amendment. I hope that makes at least some bit of sense.
