This is a tiny but important part of the original Duke-Yankee Crazy on You Mental Health Care Reform Act. It was based off thorough research and structured using Nix's cabinet restructuring act, which passed a few months back. As it is I have only made minimimum changes to the segment from the original bill.

Originally, the amounts were $100 and $500 million, one time expenses. I have removed them so as to let an amount be determined by the Senators.

Well, how do we know when we are spending enough on research like this? I don't want to put a dollar amount without knowing what that dollar amount necessarily means.

There is no way to know exactly, because you are reaching for potential solutions and not implementing the solutions themselves. If we were doing this comprehensively, ascertaining that more precisely would be possible, but implementation is beyond the scope of research and deals with infrastructure.

Frankly the money currently spent on researching specific treatments is being wasted because it isn't translating to use by physicians. Part of that could be solved by Electronic Medical Records and other changes to the field and practices/eduation so forth, which was in another section of the Comprehensive bill and will be handled in a subsequent Act, probably the third one.

For the purposes of this act, we are making bureacratic changes to speed the approval process and to research other potential problems and subsequent solutions in Section 1. Spending money here will attain a greater benefit to the larger expenditures already being made on specific treatments.

In Section 2, we are dealing with adding new specific treatments and methods to be researched. We could redirect existing funding partially or fully.

Also we can possibly remove Section 3, since we have Fritzcare.

One of my goals as a Senator, if ever I am a Senator, is to place heavy restrictions or bans on the use of ECT (shock therapy). This is used mainly for chronic depression cases, but it is often a debilitating procedure that results in memory loss and severe migraine headaches.

If we're focusing on research, we need more humane methods for dealing with things like chronic depression. I can take a look around to find out what all is going on, but I wanted to suggest that.

Several regions are also discussing bans on gay conversion "therapy," which they should, but gender identification problems are currently classified as disorders, so that's another area. Again, we don't want this to become a major treatise, but those are a few ideas I had.

Finally, "alternative" medicine is usually not embraced by the scientific community because it's usually not very scientific, but it's worth checking into.

That is why I put alternative medicine in there. A pdf we ran across last time listed it along with the other five in section 2 as areas that need to be explored.

I would encourage you to look into these alternatives and if you find any specifics, we can add them to section five. Please post all your links that you draw stuff from in the Evil Council thread.

As for banning treatments like ECT, that would be best done in the third bill where we tackle the profession and changes therein as well. Here again we see why there was a desire to go comprehensive, not just because everything I read said that was the best way to do it, but also because this sh**t litteraly interweaves together like a giant web.

US Funding on quality, effectiveness and efficiency research, is ~$25 million pre-Sequester.

Had to work backwards using sequester related information.

Agency for Healthcare Research and Quality (AHRQ)
Sequestration Budget Reduction at 10%: -$41.0 million

•   Cuts equal 62% of all funding for investigator-initiated research grants for quality, effectiveness and efficiency research, stalling the discovery and dissemination of new and effective treatments.

DemPGH is looking itno the Gender ID issue and tryign to fidn some information. If he finds enough by tomorrow to justify an amendment, I will add it to the last section. If not, a fianl vote will be openned.
