But since there is a desire to speed things up, I can show you how it is done.


I ask unanimous consent to waive the 72 hour minimum debate requirement and the cloture requirement so as to proceed immediately to a final vote. Senators have 24 hours to object.


If no one objects I can open a vote by this time tomorrow.

With no objection having been entered, unanimous consent has been given to waive both the minimum debate requirement and the cloture requirement to allow us to suspend the rules and proceed immediately to commencement of a final vote.

With eight votes in the affirmative an no nays, The Foreign Policy Reform Act of 2012 has passed the Senate and is presented to the President for executive action. No vote change period is required for unanimous votes.
