Then elect politicians in both parties with the balls to actually pay for what they spend with either tax increase or spending cuts. As long as people in one, or both refuse to do that, the only way to control the gov't finances is through such brinksmanship.
Yes it is no way to run a gov't, but the alternative is the eventual bankrucpty of the US in a few decades. It needs to be gotten under control now, to avoid a more drastic day of reckoning which our political system clearly couldn't handle at all.
