Its open to interpretation whether "during this time" refers to that first 24 hours as well or just the last 48, since the first clause says not less than, and I can think of nothing that can stop that 24 hours short save a friendly acceptance and beginning of the 24 hour objection period. If that is so, why say "Not less than 24 hours debate time" save to delay the start of that process to provided time for Senators to see it. Atleast that is how I interrupt this.

Six Ayes plus 1 Meeker means this bill currently has enough votes to pass and Senators have 24 hours to change their votes.
