It definitely hurt Gore, not helped him. No Jews in Florida at that time would have voted Republican. The start of the shift in the Jewish vote towards republican only occurred after 9/11 and Iraq due to issues surrounding Islamic terrorism in New York and Israel's defense. It only could have hurt Gore. Bush and his brother's popularity in Florida increased after 9/11 across all demographics; that is the reason for the difference in %'s between 00 and 04.
If Gore would have picked Bob Graham, he would have won the election.
