     I'd say about 65% of representatives are serious contenders for this dishonor. If I had to go with just one, I would say William Jefferson, since no amount of corruption will ever make his constituents vote for anyone else (it's Louisiana after all). This alone makes him probably the most dangerous of the lot.

I would probably just list the entire current Massachusetts Congressional Delegation.
