     Amendment is friendly. We may want to put the other Carbon Tax bill on hold, since it won't be necessary if this passes.

     I don't expect them to match exactly, though it makes more sense to link these up and streamline the process of collection to expenditure.

     1 BTU ~ 1,055 J (per Wikipedia).

     According to this spreadsheet from a University of Washington course, a gallon of gasoline has 1.3x108 J, which works out to over 120,000 BTU in a gallon of gasoline.
